Who we are

A PAC built for the parts of Missouri too often left off the map.

Missouri Rural Progress is a continuing committee dedicated to strengthening civic engagement and elevating community-driven leadership across rural Missouri — and to giving Democratic candidates in tough districts the tools they need to compete and win.

Statewide victories don’t happen on the coasts of Missouri alone. They happen on county lines, at small-town diners, on rural mail routes, and in courthouse squares. We exist to make sure the candidates running in those places — the ones putting in the real work — aren’t left behind for lack of resources.

We’re registered with the Missouri Ethics Commission, file quarterly disclosure reports, and operate with rigorous accountability. Every candidate we support is vetted, mentored, and supported with ongoing guidance throughout their race.

How a continuing committee works

Your dollars do more when they flow through us.

Missouri Rural Progress is registered with the Missouri Ethics Commission as a continuing committee — what state law (RSMo § 130.011) defines as a political action committee that receives contributions and makes expenditures across multiple elections, rather than for a single race. That structure isn’t bureaucratic trivia. It changes what your contribution can do.

If you give directly to one candidate

Capped. Locked to one race.

  • Hard per-election limits. Under Mo. Const. Art. VIII, §23, an individual can give roughly $2,825/election to a statewide candidate and $2,400/election to a state legislative candidate (limits are CPI-adjusted).
  • Once you’ve maxed, you’re done — even if you want to keep helping that candidate’s field program, mail, or GOTV.
  • One race, one moment. The money can’t flow to other competitive seats, ballot fights, or year-round organizing where it might matter more.
Continuing committee

  • No individual contribution cap. Continuing committees can accept larger gifts from individuals than any single candidate is permitted to receive — letting committed donors actually match the scale of their commitment.
  • Deployed across many races at once. One contribution can support a state senate race, a House pickup target, and a county-level field program simultaneously.
  • Spending the PAC controls. Independent expenditures — mail, digital, and GOTV the PAC runs on its own, without coordinating with a campaign — reach voters without counting against any candidate’s contribution limit. Firepower that sits alongside a campaign’s budget rather than inside it.
  • Year-round infrastructure. Data subscriptions, organizer salaries, mentorship, and rural field presence don’t fit inside a single 6-month campaign window. A PAC can carry them.
  • Quarterly transparency. Every dollar received and spent is filed publicly with the MEC — searchable, sortable, accountable.

Missouri money belongs in Missouri.

National committees fund national fights — and they should. But none of that money builds a Missouri ground game, prints a Missouri mailer, or pays a Missouri organizer in a Missouri precinct. We operate inside the gap that national organizations structurally cannot fill.
